I need a good video card for a dell inspiron 531s at a good price?

What would be a good video card. I want to be able to play COD4 at decent settings. Requirements need to be Less than 200 watts. Less than $70. A Low Profile bracket. I need a connector for HDMI preferably.(not required.).No 6 or 8 pin connector for power. I dont have a good PSU i think 175w. If i can upgrade please tell me how. I have a dell inspiron 531s. Also a good HD capture card would be nice, under $70.|||How bout this
